Legacy records already contain conflicting values. Do not resolve these by guessing.
Known conflict categories
- A-number / immigration identifiers
- date of birth
- phone number
- email address
- current versus prior address
- chronology of SIV / COM / USCIS actions
- whether older form-preparation assumptions remain valid
Resolution rule
- Prefer an official primary source.
- Record the exact source and date.
- Preserve prior conflicting values as historical evidence.
- Mark the chosen value verified only after source review.
- Never silently delete a conflict.
